Minecraft Forge is a modding API (Application Programming Interface), which makes it easier to create mods, and also make sure mods are compatible with each other. Running a Minecraft Forge server is a bit more difficult because you need to make sure that all mods are compatible and work together without causing crashes. This is a known problem with forge as some mods can conflict with others and cause issues.
Minecraft Forge Servers are not recommended for beginners as modding does become an art. We would recommend that you first start with a preset modpack if you want to play with mods as this makes it easier to get everything up and running. Another problem with a Forge server is that the players need to have all of the mods on their game client in the exact same version as the server to be able to connect. If this is not perfectly aligned payers will not be able to join the server and this can cause frustrations for everyone making it hard to get started.
